To achieve flexibilty best to  use a log burner  in this version you can enjoy either steam or dry sauna. Wet sauna  or steam room may require bigger space and  more investment

If enjoying dry sauna is enough you can save space reduce complexity by building just around electric heater . Dry sauna does not need to have bigger space allocated.
